Zelensky on the revised peace plan – talks are taking place on three levels

Ukraine, together with its partners, is working on three key documents that form the basis of current diplomatic efforts to end the war with Russia, Volodymyr Zelensky said.

The plan includes a comprehensive peace agreement, security guarantees and the reconstruction of the country, it writes. Kyiv Independent.

Zelensky explained to reporters that the main framework plan now includes 20 points, after negotiators removed some elements from the initial US and Russian draft, which had 28 points.

The Ukrainian president described the revised version as “a framework that continues to evolve” and that should reflect “the interests of Ukraine, Europe and the world.”

The second document focuses on the security guarantees that Kiev is preparing with Washington and European partners. "I am waiting for the proposals of our military and from their dialogue with the Americans," Zelensky added, stressing that the guarantees are essential for any further discussions.

He admitted that the US “is not yet ready to see Ukraine in NATO,” calling this “open information.” He stressed that Kiev’s priority is to build effective guarantees from the European Coalition of the Willing and, above all, from the US.

"Very important are the bilateral security guarantees between Ukraine and the US," the Ukrainian leader said, adding that "they are set out in the 20-point plan. It's like Article 5 of NATO."

The third document deals with the reconstruction of Ukraine, which Zelensky described as key to planning the country's future, even though the war still continues.

The Ukrainian president's statement came after the Ukrainian negotiating team reported on consultations held in London with EU national security advisers. Kiev and several European partners today completed their revisions of the peace proposal with the aim of presenting a common approach, while the US is pushing for faster progress.

These efforts come after European leaders have expressed anger at being excluded from direct US-Russia contacts that produced the initial 28-point draft.

Despite the intensification of talks, Kremlin officials say Russia is not giving up on its key demands, including the forced withdrawal of Ukrainian forces from unoccupied areas of the Donetsk region. Territorial issues, including the status of Donbass, remain the main obstacles in the negotiations, Zelensky confirmed. /Telegraph/
