
Kosovo is included for the first time in the Open Source Observatory (OSOR) reports of the European Commission, which provide analysis and information on policies and practices for the use of open source software (OSS) in EU member states and beyond.
Albanian Language Wikimedia Board Member Arianit Dobroshi has contributed to supporting the search for Kosovo's inclusion in this initiative, appreciating the opportunity for the country to be presented on an international platform and demonstrate advances in digital transformation and the use of open source software.
OSOR's first report on Kosovo highlights developments in open source software, including high internet coverage even in rural areas and the digitalization of several public services through the e-Kosova platform.
The report also highlights that the Digital Strategy 2030 requires the use of open source for taxpayer-funded IT projects, creating a conducive environment for the future development of open source software in the public sector.
Although political support for open source remains limited, the open source software community in Kosovo, centered around the FLOSSK organization, remains active, organizing events, managing projects, and contributing to the development of public policies.
The OSOR report is part of a broader series examining digital transformation and open source adoption across the Western Balkans. Through this report, OSOR aims to provide a clear overview of countries’ progress and foster interaction and alignment with European frameworks in the field of digital technology and innovation.
