
The State Audit Office has published the report from the Audit at the Ministry of Economy and Labor for 2024, TV21 reports.
As stated in the report, the Audit has found serious irregularities in the Minor Offense Unit. According to the report, due to the age of the minor offense procedures, it has resulted in unpaid funds in the state budget in the amount of 2.078.000 euros. Further in the Audit report, it is emphasized that although the minor offense commission was formed in 2019, the handling of cases began in 2022, after the formation of a new commission.
"From the review of the documentation, inappropriate action was found by the Unit for Offense, Judicial and Administrative Procedures, as well as by the Offense Commission, regarding requests for the initiation of offense procedures under special laws, as well as for cases initiated but not completed by the State Market Inspectorate. This has resulted in unpaid funds in the state budget in the amount of 2.078.000 euros.
Although the Commission for Minor Offences was established in 2019, the handling of cases only began in 2022, after the formation of a new commission. The submission of complete documentation from the Unit to the Commission took place after several years, while the preparation of acts deriving from the Commission's minutes took place after a period of two to seven months. On the other hand, the Unit has not prepared monthly, semi-annual and annual reports on its work, which is not in accordance with the duties and obligations set out in the Regulation on systematization," the report of the State Audit Office states.
Among other things, the State Audit Office report emphasizes: "Until November 2024, due to the age of the requests for initiating minor offense procedures, the commission adopted 1,534 Decisions to stop minor offense procedures, which led to less revenue collected in the State Budget in the amount of 127 million and 721 thousand denars, respectively 2,078,000 euros."
Meanwhile, according to the report, by May 2025, the State Market Inspectorate had submitted 398 cases for treatment to the Ministry of Economy and Labor, of which 164 were from 2023, 152 from 2024 and 82 from 2025.
Further, the State Audit Office Report states that omissions have been found in the construction of plots for photovoltaic power plants.
"In the second phase, with a contractual value of 25 million 871 thousand denars or 420.667 euros, the procurement object has not been implemented until the moment of the Audit. For this phase, no bank guarantee has been provided for the qualitative implementation of the contract, no annex has been signed for the extension of the deadline, and no legal measures have been taken to collect contractual penalties, which has caused the goals of the contract to not be realized," the report of the State Audit Office states.
